Plug-in hybrid electric vehicles (PHEVs) use batteries to power an electric motor and use another fuel, such as gasoline or diesel, to power an internal combustion engine or other propulsion source. Using electricity from the grid to run the vehicle some or all of the time reduces operating costs and petroleum consumption, relative to conventional vehicles.*

Drivers of vehicles with Energy Efficient plates have unrestricted access to High Occupancy Vehicle (HOV) "carpool" lanes in Arizona, with or without passengers.

The initial fee for the Energy Efficient license plate is $8.00, plus postage, and there is no renewal fee for the plate. Qualifying vehicles pay the standard vehicle license tax assessment.

Applications are accepted online only (except disability) and are on a first come, first served basis.

Customers with a prior qualifying (Honda Civic Hybrid, Honda Insight, and Toyota Prius) vehicle that is currently registered with an Energy Efficient Plate will be allowed to maintain their plate until they sell/transfer the vehicle. The Energy Efficient Plate may only be transferred to a qualifying plug-in hybrid electric vehicle that is owned or leased by the same registered owner.
