ServiceArizona is an easy way for Arizona residents to take care of Motor Vehicle Division (MVD) business any time of the day or night, from the comfort of their home or office. On-highway means any place in this state that are maintained by public monies or open to the use of the public for purposes of vehicular travel, which may include the following:

  • Interstate highways
  • State highways
  • County roads
  • Municipalities, towns, local roadways or shoulders

The vehicle will also be subject to all registration requirements (i.e. emissions and insurance).

NOTE: Traffic tickets and court fines may be issued if local ordinances prohibit operation of this vehicle.

Off-Highway Vehicle Decal provides three services within one application.

Purchase initial off-highway vehicle decal: The vehicle must display an Arizona plate, meet the off-highway criteria and you are purchasing the off-highway vehicle decal for the first time (fees apply).

Renew off-highway vehicle decal: You already purchased the initial off-highway vehicle decal and would like to renew your decal (fees apply).

You may renew the decal up to 6 months in advance from the month of expiration. By renewing your decal before it expires, the expiration month will remain the same (i.e. Expiration month is December, you renew the decal in November. The decal expiration will remain December and be valid thru the next year). If you renew the decal after the expiration month, the decal cycle starts over (i.e. expiration month is December, you renew in January. The decal expiration will be January of the next year).

Replacement for a lost, stolen or mutilated off-highway vehicle decal: Your off-highway vehicle decal has not expired but the decal is lost, stolen or mutilated. If you need to replace your plate, please visit a Motor Vehicle office or Authorized Third Party provider (fees apply).

Anyone that has a vehicle that meets the off-highway requirements and the vehicle has been issued an Arizona license plate may use ServiceArizona Off-Highway Vehicle Decal.

The vehicle must meet the off-highway requirements and how you will be using the vehicle will determine if you need an off-highway vehicle decal.

Off-highway requirements:

  • The vehicle is designed by the manufacturer primarily for travel over unimproved terrain
  • And

  • The vehicle has an unladen weight of eighteen hundred pounds or less

If Primarily Off-Highway or Primarily On-Highway is selected, the vehicle must be originally manufactured for off-highway use, has been modified to meet all applicable safety and equipment requirements of Arizona Revised Statutes Title 28, Chapter 3, Article 16, as well as all Environmental Protection Agency and other federal requirements.

The required equipment must be in proper working condition and adjustment and must remain in compliance as long as the vehicle is registered.

  • The License Plate number and the last two digits of the Vehicle Identification Number (VIN) or the License Plate number and your last name.
  • Your Customer/AZ Driver License Number.
  • A valid Visa, MasterCard, American Express, or Discover credit/debit/check card.
  • A web browser that supports Secure Socket Layer (SSL) such as Netscape or Internet Explorer.

You are required by law to provide your current mailing address. The off-highway vehicle decal and/or plate tab and registration will be mailed to your address on record. If the off-highway vehicle decal and/or plate, tab and registration are mailed to the wrong address, they will need to be re-issued, and this may result in replacement fees. Please ensure that your address is correct before processing your transaction(s).

The Arizona Game and Fish Department determined that most golf carts do not meet the requirements to qualify as either an All Terrain Vehicle (ATV) or Off-Highway Vehicle (OHV) and; therefore, are not eligible to obtain an off-highway vehicle decal.

Golf carts that have been designed by the manufacturer primarily for travel over unimproved terrain and golf carts that have been modified primarily for travel over unimproved terrain may qualify for the off-highway vehicle decal.

  • Requires documentation from the manufacturer or modification facility clearly showing the golf cart is designed primarily for travel over unimproved terrain or has been modified for travel over unimproved terrain
  • The documentation must be submitted to the Motor Vehicle Division or an Authorized Third Party provider, and include the vehicle make, model year and a description showing that the golf cart is designed or has been modified for use on unimproved terrain
  • A Level 1 Vehicle Verification Inspection may be requested at the discretion of the Motor Vehicle Division’s or Authorized Third Party provider’s office manager, supervisor or designated lead
  • When approved, the current title for the golf cart will need to be surrendered and a new title with the body style designation as an all-terrain vehicle will be issued. There will be a fee for the new title.
    • For golf carts with a lien, a letter from the lienholder giving permission to change the body style from a golf cart to an all-terrain vehicle is required

When a golf cart has been modified for travel over unimproved terrain by an individual, receipts must be submitted to the Motor Vehicle Division or an Authorized Third Party provider for the items purchased that would clearly show the golf cart was modified for use on unimproved terrain. Receipts for items used to modify the golf cart may be, but are not limited to:

  • Tires
  • Axel
  • Engine
  • Lift Kit

  • A Level 1 Vehicle Verification Inspection may be requested at the discretion of the Motor Vehicle Division’s or Authorized Third Party provider’s office manager, supervisor or designated lead
  • When approved, the current title for the golf cart will need to be surrendered and a new title with the body style designation as an all-terrain vehicle will be issued. There will be a fee for the new title.
    • For golf carts with a lien, a letter from the lienholder giving permission to change the body style from a golf cart to an all-terrain vehicle is required.

Off-highway vehicle decals will be mailed to you within 5 business days. If you have elected to change your usage and require a new plate along with the off-highway vehicle decal, they will be mailed to you within 5 to 7 business days.

MVD has developed a computer system that links all of your records together. This means that when you change your address on your driver license, it will automatically change the address on each vehicle on which you are listed as the Primary Registration Recipient.

Primary Registration Recipient is defined as the vehicle owner or registrant who is designated on the MVD database to receive the registration for a vehicle.

Off-highway vehicle decals are valid for one year. The decal expires on the last day of the month of issuance.

A reprint of the Confirmation/Receipt for your online Off-Highway Vehicle Decal transaction can be obtained up to 14 days from the date of your online Off-Highway Vehicle Decal transaction. Click here to reprint your confirmation/receipt.

The off-highway vehicle decal is placed on the upper left corner of your license plate.

The requirement is based on your declared vehicle use. To qualify for the reduced Vehicle License tax and exemption from the registration fee:

  • Your vehicle must meet the Off-highway criteria of being designed by the manufacturer primarily for travel over unimproved terrain and have an unladen weight of eighteen hundred pounds or less
  • Your vehicle must have a current/valid Off-highway decal
  • Your declared usage must be, Primarily off the highway but will occasionally use on the highway

The Federal Driver's Privacy Protection Act 18 U.S.C. 2721-2725, as well as Title 28, Chapter 2, Article 5 of the Arizona Revised Statutes, specifies that the personal information contained in your vehicle record may not be released to anyone without your consent, except when it is a matter of public health and safety, or when the individual or entity requesting such information is otherwise authorized to obtain it under federal law. However, during the special plate ordering process, you may consent to the release of your vehicle registration record information to any individual or entity that makes a proper request. This consent would apply to all owners of this vehicle.

You may pay with credit/debit/check cards. Check cards are linked to checking accounts and are accepted anywhere credit cards are accepted. Debit/Check card purchases are automatically deducted from the linked checking account.

ServiceArizona is available 7 days a week, 24 hours a day with the exception of the following time periods:

Transactions cannot be performed during the scheduled maintenance periods:

  • Between 11:50 PM and 12:10 AM daily; and
  • Between midnight and 2:00 AM each Sunday.
