ServiceArizona is an easy way for Arizona residents to take care of Motor Vehicle Division (MVD) business any time of the day or night, from the comfort of their home or office. Currently, Arizona residents may use ServiceArizona for: online Vehicle Registration Renewals, Personalized/Specialty Plates, Fleet Registration Renewals, Address/Email Changes, ordering duplicate Driver Licenses or Identification Cards with or without an address change, obtaining a Restricted Use 3-Day Permit, viewing available Plate Credit, Driver License Reinstatement, Voter Registration, Duplicate Vehicle Registration, obtaining a 30-Day General Use Permit, Plate Refund, Vehicle Sold Notice, Vehicle Fee Recap, Citizens MVR - Title and Registration and Driver License, Insurance Verification, Tab Replacement, Off-Highway Vehicle Decal, Lien Motor Vehicle Inquiry, Emissions/Registration Fee Check and for Fleet Application.
A Restricted Use 3-Day Permit allows a person to operate an unregistered vehicle or a vehicle with a suspended registration from the present location of the vehicle to a specified destination. The Restricted Use 3-Day Permit is valid only for the following purposes only:
  • Emissions Testing
  • Vehicle Inspection
  • Application for Title and/or Registration
  • Vehicle repair to comply with Emissions or Inspection
The Restricted Use 3-Day Permit is valid only for these stated purposes. Travel for any other purpose, including commercial interstate movement, is strictly prohibited.

Customer Advisory: misuse of this permit is a violation of Arizona Revised Statutes, Title 28, Chapter 7, Article 16, subjecting the violator to civil and/or criminal penalties.

The Restricted Use 3-Day Permit is $1.00.
The Restricted Use 3-Day Permit is printed from your home computer printer by following the steps of the Permit section of the ServiceArizona Website.
The Restricted Use 3-Day Permit is valid for three (3) business days following the date of purchase. Weekends and holidays are not counted toward the permit's expiration time. Expired permits must be destroyed. You may be cited for the misuse of the Restricted Use 3-Day Permit.
  • Testing your printer.
  • Entering vehicle information.
  • Confirming and editing data.
  • Paying the fee.
  • Viewing and printing the Restricted Use 3-Day Permit.
  • Viewing and printing confirmation.
  • Completing an optional survey.
Any customer with the following valid purpose:
  • Emissions Testing
  • Vehicle Inspection
  • Application for Title and/or Registration
  • Vehicle repair to comply with Emissions or Inspection
Restricted Use 3-Day Permits will be issued over the internet (electronically) only to vehicles that have a manufacturers 17 digit identification number (VIN) or to vehicles that already have an existing record on the Motor Vehicle Division database.

The Motor Vehicle Division (MVD) will deny an electronic Restricted Use 3-Day Permit when the vehicle has no identification number or if MVD is unable to verify that the vehicle identification number (VIN) is a valid VIN. If the permit request is denied, you must visit a MVD field office or Authorized Third Party office to obtain the Restricted Use 3-Day Permit.
  • Vehicle Information (vehicle identification number, make & year).
  • Compliance with mandatory vehicle insurance requirements for the State of Arizona.
  • A valid Visa, MasterCard, American Express, or Discover credit/debit/check card. Gift cards are not accepted for the Restricted Use 3-Day Permit service.
  • A web browser that supports Secure Socket Layer (SSL) such as Netscape or Internet Explorer.
  • A printer.
  • 8 x 11-inch white paper.
  • The permit is only valid when printed 'black and white'.

NOTE: No more than 3 Restricted Use 3-Day Permits will be issued to any vehicle in a 12 month period.

If your vehicle does not have a vehicle identification number (VIN) you must visit a Motor Vehicle Division (MVD) field office or Authorized Third Party office to obtain the Restricted Use 3-Day Permit.
The Restricted Use 3-Day Permit must be displayed horizontally in the lower right corner of the rear window so that it is clearly visible from outside the vehicle.
When the Restricted Use 3-Day Permit is printed, you will need to cut along the dotted line where specified to separate the permit from the registration. Tearing may destroy the permit. The registration needs to be carried in the vehicle until expired.
A reprint of the Permit and/or Confirmation/Receipt for your online 3-Day Permit transaction can be obtained up to 14 days from the date of your online 3-Day Permit transaction. Click here to reprint your confirmation/receipt.
You may pay with credit/debit/check cards. Check cards are linked to checking accounts and are accepted anywhere credit cards are accepted. Debit/Check card purchases are automatically deducted from the linked checking account.
ServiceArizona is available 7 days a week, 24 hours a day with the exception of the following time periods:

Transactions cannot be performed during the scheduled maintenance periods:

  • Between 11:50 PM and 12:10 AM daily; and
  • Between midnight and 2:00 AM each Sunday.
